Banner Ordinance
Banners, flags, and streamers are not allowed in the City of Richland. A business may display an advertisement banner for up to thirty (30) days per year. A permit is required with no fee charge. These banners may advertise such events as a Grand Opening or a special promotion. Richland civic organizations may display a banner announcing an event within two weeks of the event, and a permit is not required. Banners must be removed immediately after the conclusion of the event or promotion.

Architectural and Landscaping Ordinances
All new and expanded commercial/industrial building projects must submit a landscaping plan and architectural details along with samples of exterior materials. These components should be delivered to the Building Official at City Hall with the actual building plans. After the Building Official and/or Site Review Committee reviews the plans for code compliance, the City of Richland Planning Commission will review and make a recommendation to the Building Official. Approval of the Planning Commission is required before occupancy may occur. It is the intent of the City of Richland to enhance the business district through careful planning but to also be sensitive to special problems and needs of a business.

Business Signs
A permit is required before a business sign is erected. The Permit Application is available through our Public Works Department located in City Hall. A drawing or photograph and measurements of the proposed signage must accompany the permit. Payment of a fee is required. Special exceptions may be granted by the Mayor and Board of Aldermen when deemed appropriate for the area.

Animal Control Regulations
The City of Richland enforces leash laws. Animals are not allowed to run loose in the City or in any neighborhood. There is a limit as to the number of pets allowed and special requirements for livestock. Pit Bulldogs must be registered with the City.
The City of Richland employs a full time Animal Control Officer. We work with the Mississippi Animal Rescue League to house any animals picked up by Animal Control. If your pet is picked up by Animal Control, you will be charged a fee that must be paid before receiving your pet. You may inquire at the Richland Police Department 932-3100 if you are missing your pet or have questions or concerns.
Garage/Yard Sales
Garage or yard sales are not allowed on properties along new Highway 49 South except under the following circumstance. OWNERS ONLY of said property may conduct no more than two sales annually with an approved permit. Permit may be obtained free of charge from Public Works at City Hall Monday through Friday 8:00 am to 5:00 pm.
Litter and Solid Waste
In an effort to enhance our city, litter laws are strictly enforced with fines up to $250.00.
Our solid waste ordinances address the need to maintain residential and commercial properties in an orderly and clean manner. Grounds are expected to be maintained at all times to include mowing, removal of debris, and general appropriate upkeep. Violators will be fined.

Curfew Ordinance
Ordinance 2003-6 It shall be unlawful for any Minor under 15 years of age to Remain in or upon any public street, highway, park, vacant lot, Establishment or other public place within the City during the period beginning at 12:00 midnight and ending the following morning at 6:00 a.m.
Fence Ordinance
All fences shall be constructed in a good and workmanlike manner and shall be uniform in height, color and materials. Fences in the A-1 General Agricultural District, the R-1 Single Family Residential District, the R-2 Multi-family Residential District, the R-3 Patio Home District and the T-1 Mobile Home District shall be constructed of wood, chain link, brick, stucco, stone, or wrought iron unless otherwise approved by the Mayor and Board of Aldermen. Fence posts and fencing may be constructed of different, but compatible materials and may be different, but compatible colors. Chain link fences may have metal or plastic slats inserted into the fence. Fences in the forgoing districts shall not exceed four feet in height in the front yard or eight feet in height in other yards. Additionally, barbed wire fences are allowed in the A-1 Feneral Agricultural District. All fencing shall comply with section 400.6 of this Ordinance. All fences shall be constucted to comply with the wind load standards for structures as set forth in the International Building Code as adopted by the city. All fences shall be maintained in such a manner so as not to become an eyesore or hazard. Any dilapidated fences or fences which become a hazard shall be removed.
Telecommunications Ordinance
Telecommunications towers may be located in T1 and T2 zones in the City of Richland. Towers may be located in C1 zone but only by special permission of the Mayor and Board of Aldermen. Towers may not be located within 500 feet of any residence regardless of zone. Contact Public Works at 420-1520 for the complete ordinance or other information.
